Project Manager, Senior-Tech

DESCRIPTION OF POSITION:The Project Manager, Senior-Technical oversees the full project management lifecycle for the implementation of strategic IT and business initiatives. The Project Manager is responsible for the management of key technical projects with the goal of delivering on-time, within budget, and within scope. The Project Manager, Senior-Technical

  • Determines, track and delivers the project's expected outputs, outcomes and benefits, that focus' on the customers' experience and business value.
  • Estimates total cost of ownership of the project, and develops cost-benefit analysis to determine the project's expected benefit prior to project start.
  • Manages the technical life cycle including research, architecture, development, customization, testing, and release.
  • Manages, executes, coordinates, and establishes priorities for complete lifecycle of projects, including the planning, design, development/programming, implementation, testing, and delivery of business solutions. Execution could switch project management methodology from waterfall to an agile approach, or the entire project may be run as an agile project.
  • Manages the project issues, risks, open items, decision process, and actions for success of the project
  • Determines project needs and acquires resources required
  • Serves as a liaison between technical and non-technical departments in order to ensure that all targets and requirements are met
  • Designs project plans, which identify needs, and define major tasks and milestones, based on scope, resources, budget, and personnel
  • May coordinate the development of new systems and/or application projects, the modification of existing systems or applications, or changes in current methods and techniques
  • Coordinates project performance with other affected departments or stakeholders
  • Works under minimal supervision with wide latitude for independent judgment.
  • Comfortable in a high-paced, changing, agile environment


  • 40%: Plans overall technical project plans, including the project's expected outputs, outcomes and benefits, that focus' on the customers' experience and business value; identifys key milestones as part of project/product lifecycle including research, architecture, development, customization, testing, and release; organizes project information to communicate clearly with team, management, and stakeholders; uses waterfall and/or agile methodologies.
  • 40%: Executes and monitors project schedules and work for efficiency and effectiveness; manages change and scope of project and drives progress to achieve project plan within time, budget, and resource constraints; manages project meetings with team, management, and stakeholders
  • 10%: Manages development of project/product deliverables, including software code and infrastructure, if appropriate; coordinates the release plan and execution or project/product deliverables; coordinates demos and product launch activities with stakeholders, as appropriate. Provides project reporting to present project information, status, and updates, including issues and risks. Tracks projects with weekly and monthly status meetings/reporting
  • 10%: Contributes to or responsible to modify established body of policies and controls to ensure that successful project management standards are established and followed; supports business development opportunities to expand current business. Shares knowledge with others.
  • BASIC QUALIFICATIONS:Education: BA or BS degreeCourse of Study/Major: Computer Science or related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience. Credentials/Licenses/Certifications: PMI PMP or Agile certificationRelated Work Experience:

    • 6-9 years' experience as a technical Project Manager for small to large projects using Integrated Project Teams, including overseeing the full project management life cycle of strategic IT and business initiatives
    • Demonstrated experience working across the full technical project/product lifecycle
    • Demonstrated experience of project management best practices (e. g., PMBOK).
    • Demonstrated experience of agile best practices (e. g., Scrum, SAFe).
    • Experience managing one or more medium to large project initiatives with responsibility for meeting scope, timeline, and quality commitments.
    • Experience identifying and managing risk and issue.
    • Experience implementing or managing Cloud, DEVOPS, infrastructure or deployment automation, CI/CD, Microsoft O365, VDI, ServiceNow, and/or other strategic technologies
    • Proven experience with critical paths, milestone identification, and project dependencies; facilitation of issue resolution across project teams.
    • Demonstrated experience managing technical solution delivery projects with fixed deadlines containing interrelated tasks being performed by multiple teams.
    • Demonstrated experience using Microsoft Project and Office creating and managing project schedules
    • Demonstrated experience successfully managing communications between infrastructure teams and software development teams and technology consumers, if appropriate


    • Strong IT background required to provide technical oversight, anticipate technology issues, guide technologists in conforming to project management principles.
    • Proven ability to closely track projects with weekly and monthly status meetings / reports
    • Excellent client-facing and internal verbal and written communication skills
    • Solid organizational skills, including attention to detail and multi-tasking skills
    • Proven knowledge of a specific technical area, e. g., architecture, design, programming, testing, or operations
    • Strong IT background required to provide technical oversight, anticipate technology issues, guide technologists in conforming to project management principles.
    • Prior federal contract experience a plus
    • PMP preferred
    • Agile experience, certifications preferred

    Don't Be Fooled

    The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
